Britain was not allowed to raise doubts in the Court of Justice (ECJ), the highest court of appeal of the European Union. The country's lawyers were not allowed to ask judges questions or question them on the issue of exit. As soon as Britain became "an active participant" in the euro zone in 2009, it became an EU member state. As such, it had to comply with EU rules. "If a member state is a member (of the Eurozone) and is outside that group of states by virtue of a treaty of accession to the Eurozone or by virtue of membership of the European Union, it has no 'exit right,'" the EU's Commission argued. "That includes British citizens, including those in the EEA." The EC argued that if Britain had not become an EU member state by May 2000, it could not use its membership to ask questions of judges in cases of separation.
